Objectives:

 Implementation of programs and policies of government in the following areas:

 

  • Provision of the country’s transport infrastructure, including roads, railroads, shipping lanes and airways
  • Administration of the country's transport affairs, establishing coordinated comprehensive transport policies, and to develop, equip, expand and maintain infrastructures according to requirements for social, economic, and national defense development
  • To determine population centers and the optimum balance between population and urban space across the country for regional development planning and more efficient use of soil and water and to avoid urban problems arising from uneven growth and development of cities and subsequent waste of economic and human resources of the country
  • Integrated land management with cooperation of the executive branch
  • To provide social welfare in housing
  • To participate in regulating capital markets in land and housing
  • To help maintain economic balance through enforcing incentive policies and investment in housing and construction
  • To lead construction studies in order to safeguard buildings against natural disasters, efficient use of resources and local materials, and to increase the quality of construction products
  • To coordinate and focus on the provision and implementation of plans and government and public buildings across the country

 Main Missions of the Ministry of Roads and Urban Development can be categorized into two main domains, as delineated below.

Main Missions:

• To study, formulate and provide Coordinated and Comprehensive Plans in order to determine implementation guidelines in the country’s transport sector and implementing said Plans
• To Construct, develop, operate and maintain roads, railroads, ports and airports
• To formulate and provide necessary regulations and criteria for the construction and maintenance of infrastructures according to requirements and transport equipment progress as well as supervising them
• To evaluate methods of construction, maintenance and operation for roads, railroads, ports and airports
• To categorize all infrastructural facilities, determine their technical specifications, and determine which organization maintains them
• To determine the specifications of licensed transport vehicles for use in infrastructures and to prevent the use of transport vehicles outside determined specifications in infrastructures
• To evaluate international transport corridors, how to connect to them, and should the need arise, to propose bilateral contracts with foreign governments and companies
• To evaluate needs and identify capacities and potentials in the transport sector, including roads, railroads, shipping lanes, airways, and pipelines in order to formulate plans and provide required recommendations to relevant organizations
• To build, maintain and operate the road, sea, and air specific connected lines according to the country’s transportation plans and requirements
• To evaluate and provide required recommendations to relevant organizations about secondary service tariff policies
• To determine technical, economic and safety regulations and criteria of land, maritime and air transport and to supervise their implementation
• To determine required regulations and criteria for the creation, administration and development of transport institutions (active either domestically or internationally) and supervising their activities
• To formulate laws and bylaws related to issuing authorization for establishing institutions, branches and representatives of foreign transport companies active in Iran and supervising their activities, with the approval of Ministry of Interior
• To determine regulations and criteria required for regulating transport affairs of government agencies, with the exception of the armed forces, with the cooperation of the agency in question and to coordinate and focus said affairs
• To determine regulations and criteria and making necessary policies to attract the private sector to invest in transport
• To evaluate the boundaries of transport infrastructure facilities, provide and formulate necessary regulations for recommendation to authorities and to supervise their implementation
• To evaluate the country’s requirements in terms of soil science services and identifying construction materials; to equip and develop relevant laboratories and to provide and sell services to public and private sectors through Technical and Soil Mechanics Laboratory
• To evaluate the country’s requirements in terms of identifying shipping lanes in seas and oceans and to identify, create, equip and develop organizations to provide and sell services to public and private sectors
• To conduct all activities relevant to the country’s meteorological services and provide them to public and private sectors
• To conduct activities related to air transport of passengers, cargo and postal consignments domestically and internationally, and to provide and sell these services to the public and private sectors through the Airline of the Islamic Republic of Iran (Iran Air) and Iran Aseman Airlines
• To rent construction equipment, legally owned by MRUD or purchased through construction projects’ budget, to contracting parties with the aim of facilitating and developing construction services
• To provide bylaws for punishable offenses with the approval of Ministry of Justice and Ministry of Interior and to propose necessary laws for handling violations of transport regulations
• To arrange for skilled staff for the correct utilization of current machinery and equipment
• To create necessary study and research units to carry out duties outlines above

Main Missions:


• To adopt and implement policies and regulate comprehensive and coordinated plans to achieve optimum balance between population and urban space across the country
• To determine location of cities and future population centers
• To examine the relation between current and future cities across regions and country
• To provide and regulate administrative policies and strategies and required regulations to guide and control urbanization in order to implement‘Country Comprehensive Land Use Plan’ considering prioritizations of spatial planning
• To specify cities and small towns in terms of industrial, agricultural, tourism, historical, services etc.activities
• To determine development boundaries and capacities of future cities considering cultural, economic and social conditions and to plan and regulate population distribution map (to provide Master Plan for each city according to the approved regulations and standards and to determine regulations and standards for provision of the Guide [Plan] Maps and its announcement to the Interior Ministry)
• To Provide urban planning standards, regulations and bylaws and promulgation of' Supreme Council of Urban Planning and Architecture’s acts to the Ministries and responsible organizations and to guide related organizations on the problems arising from implementation of Urban Master Plans
• To promote the art of Iran's architecture and to observe different styles of traditional and national architecture and to strengthen and develop Islamic culture and values in urban planning and architecture
• To propose formation of non-rural cities and towns out of legal boundaries of cities to be approved by the Supreme Council of Urban Planning and Architecture
• To supervise urban planning activities of private sector in terms of observing urban planning regulations and standards
• To supervise provision of Master and Detailed Plans with approval of related city council and municipality at the time of providing Detailed Plans and to supervise implementation of different stages of the mentioned plans
• Policy-making on urban planning and management of urban spaces
• To lead determination of standards for housing, government buildings and public infrastructures and to provide and implement Urban Development Plans within technical and administrative framework of the country
• High-level supervision on the implementation of urban planning regulations and National Construction Codes in designing and implementing all buildings, urban planning and development plans aimed to safeguard and retrofit the buildings and cities within technical and administrative framework in compliance with the passive defense principles
• To lead and organize development, regeneration and renovation plans in old, worn-out and inefficient urban localities and informal settlements to empower the residents and to improve urban living environment
• To enforce government policies in urban lands including National, uncultivated, barren and utilized Lands, and other consecrated lands to implement Urban Land Code and its administrative bylaws
• To plan and manage development of urban lands and to supervise optimal allocation of lands in urban boundaries
• To lead formulation of principles, standards and technical specifications and National Codes for buildings and housings within the framework of program and to lead the study and examination of issues related to the construction and building materials as well as provision of required standards for building materials with cooperation of the Standard Institute and Industrial Research Institute of Iran and to support their producers
• Decision-making and determining strategies for administrative plans in land, housing, urban planning, government buildings and urban development
• To provide and implement government buildings plans and provision of government and public buildings and infrastructures needed for society by Engineering Consultants and competent contractors within the framework of technical and administrative framework
• To determine government's policies in housing production and supply in the country and to develop and improve qualitative and quantitative standards of housing
• To present strategies and to supervise housing needs of different groups of people especially the low-income groups and the rural areas
• To balance demand and supply in the housing market and to provide and develop adequate housing
• To provide housing and its supply for rent
• Policy-making on public housing
• To determine policies related to the transfer of lands needed for the government staff and to provide its administrative bylaw
• To review urban planning rules and regulations to facilitate the disabled commute
• Policy-making on improving technical knowledge, construction technology, and quality of engineering services in the country and to facilitate attracting professional participation in construction industry
• To examine professional competence, training and testing to issue the employment permit of natural person and legal entities in major civil engineering fields and also employment permits of technical and experimental technicians and to determine positions where employment of individuals to technical affairs in construction and urban planning sectors requires professional competence
• To supervise formation and performance of Construction Engineering Organization (CEO) and its pillars and addressing professional infringements of engineers
• To lead the formulation of technical principles and rules of National Construction Codes
• To determine public administrator for abandoned construction companies
• To implement the duties which through legal acts, bylaws or approving of different letters was or is referred to Ministry
