Ministerial Bureau
  • To carry out close examination of referred cases and to carry on correspondences and related analytical reports to be presented to H.E. Minister
  • To carry on exclusive correspondences of Minister with affiliated centers of the respective Ministry and other related organizations, Ministries, and authorities
  • To arrange programs of Minister including meetings inside and outside the ministry as well as domestic and international travels and to plan necessary follow-ups in this regard
  • To follow up and ensure implementation of Minister's directives on the affairs of Ministerial advisors according to the predefined programs confirmed by Minister.
  • To promulgate the acts, circulars and directives of Minister and to reflect government and its commissions as well as Parliaments

  • To arrange and coordinate formalities in Ministerial Bureau
  • To send and receive correspondences of all affiliated units through computerized information systems e.g. Government Messaging System with Presidential Office, the Parliament, and other Ministries connected to the Messaging System
  • To receive, register and distribute confidential correspondences and to keep all related papers and documents
  • To manage documents and records and to archive current and dull documents
  • To examine and evaluate the records and dossiers of all Ministry's units in order to be kept temporarily or permanently or to destroy redundant documents based on the existing law
  • To set up specialized commissions on policy-making, planning, and adopting required strategies to achieve defined goals
  • To administer affairs of affiliated councils and assemblies to Ministry including: planning, coordinating and holding the General Assemblies meetings of affiliated units; preparing and promulgating the minutes; and examining and confirming the minutes of affiliated companies
  • General Assemblies in other ministries in order to be signed by Minister
  • To receive and examine programs, plans, agreements and contracts of affiliated units and to offer solutions and expert opinions to tackle problems and finally to deliver reports to Minister
  • To examine and review financial reports, balance-sheets and budgets of affiliated units and to hold expert quarterly meetings of General Assemblies
  • To provide a comprehensive database from members of Board of Directors in affiliated units; to receive their acts and to conform them with promulgated programs and duties
  • To prepare required acts, directives, Codes and bylaws derived from General Assembly's meetings and to promulgate and supervise their implementations
  • To offer advice to affiliated units for the purpose of achieving legal duties and compliance with Statute's contents in selling bonds, reforming the Statute, privatization, and liquidation of companies
  • To carry out other duties delegated by Minister

Center for Public Relations and Information

  • To implement Government information policies through reflecting and explaining views, policies and programs of the respective Ministry to inform public opinions through mass media
  • To plan for development of electronic communications through website and to update events in roads and urban planning sector
  • To organize and develop news and information gathering system relating to various units affiliated to the Ministry (developing media database)
  • To plan for holding conferences, seminars, and technical, specialized and public fairs and festivals as well as provincial visits relating to different missions of respective Ministry and to examine and facilitate participation of Ministry in such programs
  • To manage and supervise publication affairs relating to the activities of the Ministry in the form of magazine, brochure, catalogue, poster, book etc…
  • To organize and develop system of public opinions polls on the activities of the Ministry and to address citizens' requests and respond to all proposed criticisms in mass media
  • Content analysis of news coverage in mass media relating to the performance of Ministry and to convey views to competent authorities
  • To provide and formulate annual programs of public relations’ activities in the respective Ministry and to communicate and coordinate with affiliated and provincial units in order to align their activities
Protection and Security Center
  • To categorize establishments and facilities and to protect them against infiltration, disruption and sabotage
  • To take measures and to make required predictions to avoid possible accidents and disasters
  • To control comings and goings of staff and clients in establishments and facilities
  • To protect and supervise meetings and forums
  • To issue directives of protecting establishments and to supervise their implementations
  • To check accuracy of confidentiality levels of documents according to their importance and the damage that their theft and leakage might impinge on National Security
  • To supervise effective protection of classified documents and to protect affiliated organizations documents
  • To establish protective services for transfer and delivery of classified documents
  • To administer confidential secretariats affairs, and to receive, register and issue confidential letters and to decode them
  • To issue identification cards and time cards for employees entry/exit
  • To inform the authorities of possible infiltration and conspiracy of strangers and hostile forces
  • To report the causes of people and staffs dissatisfaction to the authorities
  • To file and protect the personnel and to set out related confidential archive
  • To coordinate and supervise protection of affiliated units personnel
  • To train staff to protect establishments and classified documents and, if needed, the personnel

  • To administer mutual commissions affairs delegated on the part of Presidential Office
  • To provide, prepare and follow up international contracts, MoUs, agreements and treaties with cooperation of legal bureau and other related authorities
  • To translate and keep tenders documents, MoUs, agreements, brochures, correspondences and other documents and required records
  • To draw up cooperative strategies with target countries by analyzing the status quo and to make arrangements to get facilities and allocate required funds and acts for timely and effective implementation of executive projects abroad
  • To provide required facilities for participation of engineering companies, tender exempted, in technical engineering projects of target countries through negotiations with heads of mutual commissions of the two parties (countries under responsibility of the respective Ministry)
  • To set the scene for implementation of construction projects, roads construction and transportation in foreign countries within the framework of agreements reached in mutual commissions of the Islamic Republic of Iran with related countries through introducing, directing and supporting domestic technical and engineering companies
  • To identify and introduce international organizations and to administer affairs related to their membership in order to interact and exchange information
  • To communicate with foreign institutions and technical and specialized centers and to exchange information related to the activities of Ministry with cooperation of related units
  • To follow up affairs related to the mutual plans with UN and to receive and transfer information related to the conferences and international assemblies to related units.
  • To follow up and supervise administrative affairs related to the contents of MoUs signed between two parties
  • To hold specialized commissions of Roads and Urban Planning and to sign the MoUs, to set out executive programs, and to organize the task force
  • To offer advisory, training and skill services in technical and engineering field to their applicants from other countries
  • To cooperate in holding technical and specialized fairs abroad in order to introduce building materials, construction, roads construction and transportation equipment and machineries as well as available technical and engineering potentials in Iran
  • To set out and follow up some foreign travels of authorities and formal delegations of the respective Ministry
  • To coordinate dispatch of people and delegations with economic, commercial and industrial missions to countries that responsibility of their mutual commissions is with the respective Ministry
  • To administer secretarial affairs related to the foreign travels of the Ministry task force and to present periodic reports to the Secretary of Supervision Board on civil servants foreign travels
  • To ensure coordination, to take measures, and to send periodic reports to the Secretary of foreign economic relations' Coordination Office in the Ministry of Foreign Affairs
  • To take measures and necessary actions on the meetings and to coordinate the formalities
  • To take necessary measures to protect the interests of domestic firms operating abroad through presenting legal advice in cooperation with other relevant units
  • To organize public and private companies active in construction, transportation, housing and urban planning sectors in order to facilitate export of engineering services abroad according to the related rules
  • To lay the foundation for exporting technical and engineering services and to link with foreign countries to attract international partnerships in related projects according to the principles of Iran foreign policies through coordination with related organizations
  • To examine identification of other countries' plans and projects, data collection and conditions relating to the international tenders in construction, transportation, housing and urban planning sectors
  • To provide facilities for participation of Iranian civil engineering and transportation companies in international tenders
  • To formulate rules and regulations for arranging and organizing export of technical and engineering services in construction, housing and urban planning sectors to attract partnerships of companies, organizations and professional associations in implementing foreign projects
  • To lead and protect companies willing for domestic and international export of technical and engineering services to participate in implementation of projects in other countries or third-party countries
  • To draft required acts for financing foreign projects or decreasing or increasing allocation of credit line of related countries or executive organizations
  • To administer affairs of Secretary of National Commission on Human Settlements based on global policies of Habitat
  • To carry out comparative studies of housing in different countries and international institutions like International Federation for Housing and Planning to exchange experience and present settlement improvement plans to the related authorities
  • To administer secretarial affairs of UN-Habitat and to provide necessary coordination in this regard
Bureau of Performance Management and Responding to the complaints
  • To provide and formulate indices and standards for supervision and evaluation of Ministry performance, and provincial and affiliated units according to the approved programs and to supervise their implementations
  • To implement performance evaluation directives and to complete forms related to the provision of documentations in order to be presented to the Administrative Reform Council
  • To establish performance data analysis system in the respective Ministry, and provincial and affiliated units in order to improve productivity and Ministry, managers and staff' performance and to tackle possible weak points, obstacles, and problems
  • To cooperate and coordinate with Administrative Reform Council in determining and approving privileges
  • Continual supervision, evaluation and assessment of performance, efficiency, and effectivity of Ministry, and provincial and affiliated units' programs in all stages and to provide an analytical report from evaluation results to inform Minister and to present them to the related department in presidential Office
  • To provide and prepare programs for continual, periodic or occasional inspections of units to ensure conformity of their performance with objectives, programs, directives, regulations and specific indices of the respective Ministry
  • To prepare reports every three, six, nine months and yearly from performance of different units of respective Ministry and to present them to Minister and other related authorities
  • To follow up and fulfill duties of Secretary of Administrative Health Promotion and Combating Corruption in Ministry and provincial and affiliated units
  • To conduct overt and covert inspection and to deliver required reports to related managers
  • To examine and respond to the reports and correspondences of supervisory and inspectorate bodies including Presidential Office, General Inspectorate Organization and The Supreme Audit Court of Iran (SAC)
  • To establish connection with General Inspectorate Organization and to fulfill duties set out in the Article 12 of the General Inspectorate Organization Establishment Law and Commission on Article 88 and 90 of Parliament
  • To address complaints in writing or in person from units, the managements and staff and to analyze complaints in terms of accuracy and authenticity and to follow up to reach a final conclusion and respond to the clients and if required to refer them to related authorities
  • To address complaints received from Electronic System of People Government Communication and public correspondences from Presidential Office and to analyze them
  • To computerize the administrative process of Performance Management System of Ministry, and provincial and affiliated units in order to communicate with Integrated Performance Management System located in the Presidential Department of Human Resource and Management Development
  • To introduce special inspectors to Minister to combat against bribery and to provide, promulgate and supervise their performance

 Bureau of International Affairs and Issuance of Technical and Engineering Services

Secretariat of Central Assessment Board
  • To form, separate, merge and dissolute required Assessment Centers according to the directives of the Supreme Assessment Board
  • To assess, select, and introduce members of the Assessment Centers, officials and deputies of Secretary to the Supreme Assessment Board
  • To address complaints in the second stage of revision
  • To implement the acts, directives, bylaws and other assigned duties promulgated on the part of the Supreme Assessment Board
  • To train assessors of all affiliated Assessment Centers
  • To inspect, supervise and evaluate performance of all affiliated Assessment Centers and to provide related reports
  • To provide related bylaws for better implementation of rules and regulations of the Assessment of the country and to coordinate and unify affiliated Assessment Centers
  • To establish necessary communication and coordination with organizations and related authorities
  • To propose organizational chart and the Central Assessment Board and affiliated Assessment Centers' Budget to the respective Ministry.
  • To administer executive affairs of the Central Assessment Board and the Secretary according to the directives of the Supreme Assessment Board
  • To issue the appointment ordinances after passing legal procedures
  • To follow up and implement the Central Assessment Board and the Supreme Assessment Board's acts

The Central Assessment Center
  • To implement directives, circulars and other assigned cases from the Central Assessment Board and the Supreme Assessment Board
  • To examine and determine the ethical, religious and political competency of the applicants eligible for Assessment including the applicants, staff and managers of Ministerial headquarters as well as provincial General Administrative Offices, organizations and affiliated companies of Ministry of Roads and Urban Development before entry up to final employment stage
  • To accredit Central Assessment Centers Staff
  • To address employment applicants and staff complaints in the first stage of appeal
  • To supervise performance of the Central Assessment Center officers located in provincial General Administrative Offices, organizations and affiliated companies of Ministry
  • To examine and announce comments of Central Assessment Centers members as per appointment of managers and senior posts in Ministerial headquarters, provincial General Administrative Offices, organizations and affiliated companies of the Ministry
  • To interact and communicate effectively with managers and staff in Ministerial Headquarters, provincial General Administrative Offices, and affiliated organizations and companies of the Ministry in order to employ and assess committed and skilled human resource
  • To hold specialized training courses for the members, staff and officers of the Central Assessment Center in affiliated organizations and companies and provincial General Administrative Offices of Ministry
  • To interact and cooperate with other affiliated Assessment Centers and respected Central Assessment Board in Ministerial Headquarters
  • Active participation of the Central Assessment Center's representative in the expert interview meetings of employment tests in Ministerial Headquarters, provincial General Administrative Offices, affiliated organizations and companies of Ministry

  • To carry out and follow up all enquiries from the Document Center of the Intelligence Ministry and other competent authorities
  • Crisis Management and Passive Defense
  • To plan for implementation of Crisis Management Headquarters acts
  • To examine, approve and plan for implementation of Crisis Managements Detailed Plans in transportation, housing and urban planning sectors in prevention and confrontation stages
  • To support, coordinate and supervise performance of Crisis Management Headquarters units in related regions in transportation, housing and urban planning sectors
  • To take prevention, confrontation and preparation measures against crisis in all sub-sectors of the respective Ministry
  • To follow up and lead applied research to improve safety standards during prevention, preparation, confrontation, renovation and rehabilitation stages of transportation networks, housing and urban planning
  • Expert examination and analysis of accidents and disasters in sub-sectors of transportation, housing and urban planning and to deliver related report to authorities
  • To estimate and sum up information related to the incurred damages in transportation, housing and urban planning sectors incurred by unexpected disasters and to announce them to related centers to finance required budgets
  • To set out annual and mid-term plans of transportation, housing and urban plannings specialized task force relating to the major arteries, atmospheric hazards, and storm announced on the part of Crisis Management Headquarters and to reflect them to related authorities in order to approve and allocate required budgets
  • To administer affairs related to the secretary of transportation, housing and urban plannings specialized task force on the major arteries, atmospheric hazards, and storm announced on the part of Crisis Management Headquarters

To administer affairs related to the assemblies and councils of affiliated units to the Ministry including:
