Missions

  • Explaining the duties and missions of the Ministry and affiliated units according to the general policies of the transport, housing and urban planning sectors
  • Directing and administrating the organization regulations of the ministerial, provincial and affiliated units on the bases of the general policies delineated by the Government and the Ministry in order to revise organizational structures in correspondence with announced organizational regulations
  • Directing administrative reform affairs by establishing the Council of Administrative Reform and activating the Commissions of Administrative Reform in affiliated units
  • Directing the duties of the Secretariat of the Council of Administrative Reform
  • Directing and supervising the provision and formulation of Human Resources Strategic Plan
  • Directing the provision and regulation of training and development programs based on needs assessment and required standards by specialized jobs in each unit of the Ministry
  • Directing the establishment of administrative and employment systems including systems of employment, recruitment and retention of personnel, salary and benefits, classification and evaluation of jobs, welfare, pensions and other employment services and monitoring the performance of such duties in accordance with the Human Resources Comprehensive Plan with the aim of preventing the expansion of the government
  • Directing support services such as human resources, financial resources, etc. to other sections through affiliated units
  • Supervising the examination of the administrative systems obstacles at the ministerial and provincial units and strategic planning in order to present necessary solutions in accordance with the policies governing the Ministry
  • Directing and supervising financial and accounting affairs within the framework of the annual budget and other rules and regulations as well as providing financial resources for the Ministry
  • Supervising the enactment of directives, codes, rules and regulations at the Ministry
  • Other duties as delegated by the Minister

Center for Human Resource Modernization and Reform

  • Planning in order to coordinate the activities of the Administrative Reform Commissions of affiliated units with the Council of Administrative Reform
  • Performing the duties of the Secretariat of the Council of Administrative Reform and related expert committees and notifying the decisions of the Council to relevant parties
  • Cooperating in organizing the implementation of projects and approved plans of Irans Supreme Council of Administrative Affairs and Irans Center for Administrative Reform Planning and providing analytical reports on the enactment of administrative reform programs to the respective center
  • Examining, providing and formulating the organizational chart, objectives and functions while also considering the organizational structure announced by the related Presidential Department, proposing necessary recommendations and supervising the effectiveness of organizational performance
  • Continual studying and examining the structure and functions of the Ministry in order to properly distribute functions to each unit and to prevent conflicts in those areas; determining the number and titles of organizational posts and removing obstacles and shortcomings within the organization
  • Re-engineering the missions and functions of the organization in order to regulate the size of the organization and improve the organizational structure
  • Examining proposals received from different units within the Ministry with regards to creating, merging or removing organizational levels; determining necessary organizational posts in each unit through modifying job titles and transferring organizational posts
  • Examining and commenting on rules, codes, ratifications, and approvals that are organizationally effective
  • Studying and examining in order to analyze and design systems and working methods; andto revise specific and shared methods in coordination with the relevant Presidential Department with the aim of improving efficiency, satisfaction of clients, cost reduction and elimination of unnecessary formalities
  • Establishing a comprehensive system for quality management and employing the ISO systems at the ministerial, provincial and affiliated units
  • Providing necessary standards for units placement
  • Providing and regulating current budget, exchanging agreements, budget allocation requests from the treasury
  • Studying and establishing modern systems and managerial styles with the aim of improving management
  • Formulating efficiency criteria, evaluating it in different sections and implementing a productivity cycle
  • Formulating and implementing programs for improving client satisfaction levels
  • Studying, examining and formulating the codes governing the Comprehensive Plan for Human Resources Management based on jobs at the ministerial, provincial and affiliated levels
  • Drawing up a strategy for employing and retaining human resources at the ministerial, provincial and affiliated levels
  • Creating a database of managers in order to conduct studies, regulate plans and provide necessary programs for selecting, appointing, promoting, developing, training, rewarding, evaluating and retaining of managers
  • Examining and planning for the provision of human resources required by the Ministry and affiliated units for the implementation of approved plans and cooperating with related units
  • Creating and updating a database of experts in correspondence with jobs at the Ministry
  • Supervising hiring tests based on related duties in the Ministry
  • Formulating training programs for the employees and managers based on the training requirements for each ministerial and provincial unit in order to increase the productivity of the human resources with the coordination of related units, based on the objectives and strategic training of the Ministry
  • Supervising, monitoring and cooperating with affiliated units with regards to the regulation of annual training programs and presenting recommendations
  • Conducting the activities and functions related to examining and approving the general training programs at the ministerial, provincial and affiliated units through the Training and Development Committee
  • Planning for attracting the participation of training and research centers that are approved by the Presidential Department of Human Resource Management and Development for implementing a system of employee training
  • Examining and estimating the finances, supervising and monitoring the spending of finances
  • Supervising the implementation of training programs according to approved plans, evaluating and examining the effectiveness of training programs
  • Completing and upgrading the educational credentials of employees, participating and monitoring their provision and regulating the educational credentials of provincial and affiliated units
  • Examining and planning plans relevant to creating internship opportunities for enhancing the educational standards with the cooperation of related organizations as well as cooperating with the Central Industrial Relations Office and Irans Industrial and Scientific Research Organization affiliated with the Ministry of Science, Research and Technology with regards to internships
  • Carrying out the duties relating to educational matters, international conferences and regulating the employees participation in training programs abroad with the coordination of the Presidential Department of Human Resource Management and Development
  • Carrying out duties related to university graduates internships and cooperating with the Ministry of Cooperatives, Labour and Social Welfare with regards to recruiting and creating internship opportunities in provincial and affiliated units based on the conditions delineated in the Internship Plan which has been notified to executive agencies
  • Giving tests for study scholarships abroad with the coordination of related organizations

General Office of Support Services and Welfare

  • Preparing and issuing orders for staff appointments, salary additions and amendments, transfers, dismissals, suspensions, vacations, etc.
  • Implementation of rules and regulations for staff appointments and presenting amending proposals if necessary
  • Taking necessary measures to meet the employment requirements of the Ministry within the framework of human resources planning, allocated budget and relevant laws and regulations
  • Creating and maintaining a list of potential employees for presentation to relevant authorities for appointments and replacements
  • Employment and professional testing and presenting necessary reports to the relevant Presidential Department
  • Classifying and evaluating jobs and providing amending recommendations
  • Executing plans for employee evaluation and communicating with the relevant Presidential Department in order to coordinate in terms of responsibilities , programs and guidelines for assessments and presenting periodical reports
  • Examining and commenting on the selection of the heads of provincial units in terms of their competence, administrative and employment regulations and presenting the results to the Council of Administrative Reform
  • Providing guidance for provincial units in terms of a uniform approach for the implementation of administrative circulars and approvals
  • Updating the information and statistics pertaining to employees, analyzing and presenting statistical reports during fixed time periods and providing case statistics when required
  • Archiving all documents and records of employees
  • Implementation of regulations pertaining to retirement and pensions within the framework of relevant rules and regulations
  • Staff needs assessment and providing necessary plans (health, sports, cooperative, recreational, etc.) based in determined priorities as well as financial and administrative resources
  • Formulating and implementing necessary programs for maintaining the staffs health through promoting sports activities
  • Thoroughly examining and planning for nation-wide optimal use of existing sports facilities
  • Planning recreational and sports activities and visits to centers for the arts, culture, religion, etc. for employees and estimating related costs
  • Examining and revising existing regulations and achieving effective and necessary regulations for the promotion of employees motivation levels and provision of livelihoods
  • Contracting with various health facilities, insurance companies, sports centers, etc. to meet the needs of employees and their families
  • Planning the provision of loads and distributing them among employees based on relevant criteria
  • Providing health insurance and supplementary insurance and health care to employees
  • Monitoring employee attendance and absenteeism and providing required reports and statistics

General Office of Financial and Accountancy Affairs

  • Paying personnel costs of capital assets acquisition within the framework of the approved current budget and exchanged agreements
  • Opening legal financial books at the beginning of the fiscal year in accordance with relevant financial regulations in order to maintain annual accounts
  • Presenting performance reports on received allocations and expenses
  • Receiving notified allocated funds from the treasury
  • Addressing and monitoring received payment orders, regulating national documents and accounting papers for the payment of certified functions
  • Participating in tender meetings and exemptions related to construction projects budget and other financial commissions
  • Examining tender documents, formulating conditions and offering tenders in accordance with rules and regulations for executing contracts issued by the Supreme Audit Court of Iran and other judicial courts
  • Addressing and archiving contracts and guarantees and maintaining their extension on maturity dates
  • Regulating and presenting costs documents to auditors of the Supreme Audit Court of Iran and tracking the receipt of approvals
  • Regulating financial books and providing invoices of cash receipts and payments according to the approved annual budget regulations and presenting them to the Ministry of Economic Affairs and Finance and the Supreme Audit Court and following up to resolve the appeals until necessary approvals have been received
  • Distributing budget allocations among units based on exchanged agreements, received allocations and issued orders
  • Supervising the spending of the Ministrys approved allocations based on exchanged agreements, received allocations and issued orders
  • Opening required bank accounts through the treasury and through the treasurys representatives in provinces
  • Receiving revenues, deposits, and receivables; recording them in the books; transferring them to the Treasury by the due date; receiving and delivering the revenues, taxes, insurance and other deductions according to regulations
  • Funding and paying the cost for issuing letters of credit and payment documents in accordance with regulations
  • Archiving documents, commercial papers and guarantees and renewing them on a timely basis
  • Supervising the preservation of property and equipment of the relevant executive organization
  • Archiving accounting books, funds and immovable properties
  • Presenting performance reports of budget, office supplies and acquisition of capital assets to relevant units
  • Taking necessary measures to regulate property inventory balances at the end of each year; taking account of all property according to public property bylaws
  • Performing other duties that would be relevant based on the passing of further rules and regulations
