Bureau of Housing Economics

  • Planning, directing and supervising the provision and development of housing
  • Studying and continuous examination of urban housing needs and providing necessary programs
  • Providing short-term, medium-term and long-term plans in the urban and rural lands and housing sectors 
  • Formulating policies and strategies related to urban lands and the provision of housing within the framework of approved plans
  • Planning and mobilizing resources in order to provide housing for those who need it and require assistance
  • Planning and supervising the allocation and distribution of budget, financial resources, loans, managed funds and subsidies in the housing sector with the coordination of related executive organizations
  • Providing, formulating and updating rules, regulations, directives and MOUs in the housing planning and economics sectors
  • Policymaking, encouraging participation and providing support for domestic and foreign agencies, housing constructors, housing cooperatives, companies investing in the housing sector
  • High-level supervision of the provision and enactment of housing plans and programs
  • Laying the foundations for coordination between programs in housing and urban development within the framework of the Spatial Planning Program
  • Coordinating and formulating incentive programs with regards to mass construction of housing 
  • Providing, formulating and evaluating key criteria in the housing sector; examining and directing housing programs accordingly
  • Assessing needs and planning for the provision of housing production inputs – including lands, building materials, labor, financial resources, etc. 
  • Conducting comparative studies on housing in other countries and international institutions (such as the International Federation for Housing and Planning) in order to exchange experiences and provide proposals for improving settlements to relevant authorities
  • Performing secretariat duties for UN-Habitat and necessary coordination in this regard
  • Examining potential and actual opportunities for promoting and facilitating the participation of the private sector, cooperatives, mass construction and financial institutions involved in housing construction
  • Studying and examining the productivity criteria in the housing sector
  • Examining the mutual effects of housing and the country’s macroeconomics
  • Examining employment rates and creating job opportunities in the housing sector 
  • Collecting, providing, processing, organizing and analyzing the information and statistics in the housing sector
  • Laying the foundations for the establishment of a database for land and housing
  • Cooperating and consulting national and local authorities for planning and managing the execution of housing construction programs
  • Coordinating in order to construct and lower the final costs of housing in terms of insurances, taxes, tariffs, etc.
  • Laying the foundations for using new financial instruments and mechanisms
  • Studying, examining, providing and formulating plans required for regulating the housing market (examining developments in land, housing and rent prices) and the correspondence between supply and demand 
  • Performing secretariat duties for the Supreme Council of Housing and the Housing Task-force and providing required reports
  • Assessing needs, providing, formulating and executing research programs required in the housing sector
  • Preparing and publishing the Housing Economics Quarterly, in order to present current developments in the housing sector and market analysis
  • Responding to questions and ambiguities raised in public with regards to the Ministry’s programs for the provision of housing

Bureau of National Construction Codes

  • Formulating, approving and revising the National Construction Codes with assistance from research centers and experts in different fields; observing technical rules and principles of design, calculation, execution, operation and maintenance required to ensure the bearing, resistance, safety, health and comfort, convenience and economic efficiency 
  • Examining and commenting on specific changes to National Construction Codes suitable to each province that have been proposed by the province’s Construction Engineering Organization and are presented to the Ministry after approval of the province’s Technical Council; taking steps to approve items that have been confirmed by research centers and experts (localizing National Construction Codes in provinces)
  • Determining the scope of binding technical principles and rules in construction and the order in which they are going to be executed through related regulations
  • Establishing consulting technical committees in matters that assist the implementation of National Construction Codes, or in matters that are necessary and supervising the performance of committees
  • Directing, coordinating and leading in order to explain National Construction codes, principles and regulations; to develop and promote the latter at the national level; to establish annual meetings for construction control and specialized meetings to examine provincial and national reports and evaluate achievements, obstacles and solutions for the completion and revision of regulations and supervisory methods
  • Policymaking to improve the quality and quantity of production materials required in the housing and construction sectors with an emphasis on new technologies
  • Directing and coordinating with regards to training and development programs to improve engineers and other employees’ professional knowledge and cooperating in implementing them
  • Directing and supervising professional examinations for engineers, technicians and architects for evaluating their professional competencies; giving examinations based on Article 27 of the Disciplinary Laws of Construction Engineering
  • Planning the production of instructional videos for two audiences: engineers, technicians and architects; as well as the general public for improving their technical knowledge
  • Providing books, pamphlets and technical literature in a simplified language for general public use
  • Directing the provision of solutions and criteria for the optimization of seismic vulnerability and reducing the risk of natural disasters and unexpected accidents
  • Directing seismic rehabilitation solutions through training designers and constructors
  • Directing the formulation of technical criteria and standards required for designing and constructing buildings to improve the quality and develop housing and construction technologies
  • High-level supervision over the observation of urban planning regulations and National Construction Codes, compliance and competency control of those employed in design, calculation, implementation, operation and maintenance of buildings and urban projects that need to comply with the regulations through random sampling and regular periodic reports
  • Supervising the performance of monitoring and executive organizations and authorities that issue construction permits in terms of compliance with the National Construction Codes, architecture and urban planning regulations and providing required reports
  • Directing the establishment of Construction Control Committees in provinces and ministerial headquarters 
  • Attracting the participation of engineers, Construction Engineering Organizations and other professional associations to plan the development of construction control measures in order to improve the quality of engineering services; to protect consumer rights; and to issue technical and operational certificates
  • Addressing individuals and organizations’ complaints concerning the implementation of construction regulations and National Construction Codes, or lack thereof; as well as gathering necessary documents
  • Inspecting and controlling licenses, documents and attached maps in license-issuing authorities; conducting local visits and taking appropriate legal actions
  • Developing construction control measures through quality control (of welding, concrete, etc.); providing construction quality guarantees; participation of the insurance industry in the construction sector
  • Preparing annual construction control performance reports
  • Preparing control checklists for required construction controls to be performed by supervising engineers
  • Creating an intelligent system for construction engineering and expanding it at the national level based on local needs and opportunities
  • Planning to develop the use of new technologies in housing and construction and developing the industrialization of this sector
  • Planning to develop construction quality and constructors’ responsibilities insurance
